Cisco Bug: CSCvs52202 - DNAC to allow custom ip-addresses for L3Handoff.

Known Affected Releases
Symptom: Under Fabric Site Border BGP config while configuring the VNs with optional VLAN IDs specified, the ip addresses /30 that it picks from the bgp pool is random in case of multiple VNs are configured at once, in other words I could also say that its configuring the sequence of VNs randomly if the IP polls are picked sequentially. In short we cannot predict/pre-determine what IP will be assigned to the VLANs To resolve this problem provide an option to specify ip-addresses for each VLAN. Conditions: If customer uses the option of ?VLAN optional field to define what the VLAN IDs will be mapped to the VNs during Border BGP config
