Description (partial)

System is not going into Self-protection mode as soon as VPP CPU is crossing the threshold limit.

This issue is seen when system overload factor does not change by change factor in last interval but vpp-cpu spiked up from normal value to above self protection threshold.  
As system overload factor is less than reduction metric its not being considered for overload also system overload factor does not change by change factor so vpp-cpu surge is not being considered for detection self protection.
