Description (partial)

Symptom:
-User is not able to join or start the Webex meetings using Webex Meetings desktop app.

-Re-installing the Desktop app using Meetings removal tool does not fix the issue.

-TLS 1.2 is enabled on user's computer.

Conditions:
Webex desktop version: 39.10.5.12 (or available version on cisco.webex.com)
OS: Windows 10.
