Description (partial)

Symptom:
Messages from rsyslogd "Cannot assign requested address" error in /var/log/messages.   There is no functional impact to rsyslog.
Example messages in /var/log/messages:
Dec 1 10:10:20 esc1 rsyslogd: sd_journal_get_cursor() failed: 'Cannot assign requested address'  [v8.24.0-34.el7]
Dec 1 10:10:20 esc1 rsyslogd: imjournal: journal reloaded... [v8.24.0-34.el7 try http://www.rsyslog.com/e/0 ]

Conditions:
Changes to system time, or when journald log is rotated may cause the error messages in /var/log/messages.
