Release-note

Symptom:
RSVP-TE PCE initiated tunnel is down with valid endpoints.

If "mpls traffic-eng pce detail" is enabled, then following debug message can be seen multiple times:
RP/0/RP0/CPU0:Dec 16 14:52:41.545 UTC: te_control[1078]: DBG-PCE-DETAIL[7189]: te_pce_tunnel_is_kept_down:409: PCE auto tunnel has bad source address

Conditions:
All conditions from list bellow:
- multiple IGP areas configured
- PCE initiated RSVP-TE tunnel created
- source address of the tunnel is different, then TE router-ID
