Description (partial)

Symptom:
Due to code issues in the Mail alert functionality (discovery threshold), false Mail alerts for CER service stalled are generated.
Phone Tracking service running correctly when performing a manual update or a scheduled one.

The Phone tracking thread is going to sleep state for 6hrs.  After that, it will wait for the minutes configured under "Incremental Phone Tracking Interval (in minutes)" to trigger the next incremental. As a result, the next discovery will take more than 6hrs and the alerting system sends false mail alerts.

It is possible that Phone tracking might have stalled. Please verify the phone tracking logs. If stalled, please restart the Phone tracking Engine service
