Description (partial)

Symptom:
The process restart is triggered by RSVP-TE tunnel path computation requested by PCC from other vendors.

Conditions:
All of conditions bellow:
- at least one RSVP-TE tunnel requesting path from PCE using stateless model messages (PCRequest)
- PCRequest had to contain LSP object with multiple TLVs
- Symbolic-name TLV is not the first TLV in LSP object

Occurrence: Triggered by almost every PCReq message sent from PCC fulfilling conditions described above. So frequency depends on number of tunnels requesting path by PCEP.
