Description (partial)

Symptom:
HA WLC simply reboots due to peer Redundancy Port Keepalives loss.
WLC comes back and continues working as expected.

- Logs before reboot look like:

Conditions:
- WLCs in HA SSO running 8.8 codes and above, which dont have this bug fixed.
- HA Link Encryption must be enabled to face this bug, as the issue is triggered by the Link Encryption feature.
