Description (partial)

Symptom:
A device configured through RESTCONF is not able to complete the configuration changes because the configuration gets locked, this issue was first identified when a Tunnel interface configuration was applied.

Conditions:
The affected device needs to run RESTCONF and the configuration send via PUT, when another piece of the configuration is also sent via PUT that one will fail with an error similar to:
