Description (partial)

Symptom:
QinVNI BUM traffic is received on a leaf, and decapped successfully and flooded. However, the PIP tunnel copy is dropped by the vPC peer. 

Conditions:
This issue will be seen in all cases of tagged traffic (received over VxLAN tunnel) and flooding over PIP tunnel. This is due to missing outer tag (reserved vlan for PIP)
