Description (partial)

Symptom:
On a Nexus 5000 series switch when you have a port-channel configured with no lacp suspend-individual and the other side stops sending LACP packets the switch puts the port into suspended state instead of individual state.

Conditions:
* Port-channel configured with no lacp suspend-individual
* Other side stops sending LACP frames without the port going down
