Symptom:
New or new phones will not use the correct ERL for 911 calls.

CER Administrators will be unable to view the phones assigned to "Switch Ports", "IP Subnets", and "Unlocated Phones" from the "ERL Membership" tab in the "Cisco ER Administration" web GUI.

The "CER Phone Tracking" logs may not show any recent logs.
