Description (partial)

Symptom:
After upgrade from 7.0(3)I7(4) or similar to 9.3(1) or later, BGP peers using md5 authentication may fail to come up due to md5 hash fail for the peer

Conditions:
The neighbor password must have been configured with quotes around the ascii text

switch(config-router-neighbor)# password "text"
