Description (partial)

When creating a Service Policy under an Access Control Policy, maximum connection and timeout settings are getting applied even if not needed. For example, when creating a global Service Policy to decrement TTL for all traffic (ip any any), the global timeout values will be overwritten with the default values in the Service Policy.

The connection and timeout settings should be optional under Service Policy.

Using Service Policy to:
  - Enable TCP State Bypass
  - Randomize TCP Sequence Number
  - Enable Decrement TTL
