Description (partial)

Symptom:
An install package downgrade (or remove) operation fails with an error like (an example when downgrading xr-telnet):
Downgrade rejected as there are invalid packages. Packages that are not installed: xr-telnet. Automatically recovered after failure, ready for next user request.

But the xr-telnet package is actually installed - as shown in <cmdArg>show install active<noCmdArg>

Conditions:
LNT install specified

Before the currently failing operation, there had been another install operation that had failed - but correctly - due to problem packages.

For instance, if an <cmdArg>install package upgrade<noCmdArg> fails because the specified optional package is not installed on the system, the error will be:
Packaging operation 15.1.2 failed: Upgrade rejected as there are invalid packages. Packages that are not installed: xr-telnet

It is this correctly failed issue that causes the issue.
