Description (partial)

Symptom:
1) If you have External EPGs with subnets configured in the schema in Release 2.1(2) or earlier and upgrade to Release 2.2(3), the "import-security" flag in scope will be reset. If you deploy this template, the "import-security" flag will be cleared on the APICs.

2) If you restore a backup from an older release and then deploys the schema, the external subnet's flags will get cleared.

Conditions:
1) This happens only if no scope is configured earlier, as "import-security"  was not configurable in those releases and was getting implicitly set internally. In 2.2(3), we have enabled those configs, but these flags are not getting enabled upon upgrade.
