Cisco Bug: CSCvs47800 - IMR2: l3extSubnet.scope value gets reset after upgrade to IMR2 if config was created with H+ rel

Known Affected Releases
Symptom: 1) If the Customer has External EPGs with subnets configured in the schema in H+ release (or earlier) and upgrade to IMR2, the "import-security" flag in scope are getting reset. If the Customer deploys this template, the "import-security" flag will be cleared on the APICs. 2) If the Customer restores a backup from an older release and then deploys the schema, the External Subnet's flags will get cleared. Conditions: 1) This happens only if no scope is configured earlier, as "import-security" was not configurable in those releases and was getting implicitly set internally. In IMR2, we have enabled those configs, but these flags are not getting enabled upon upgrade.
