Description (partial)

Symptom:
BGP sends prefixes after FO.
This should not have functional impact since the updates will be duplicate for the neighbors.

Conditions:
Before FO:
If the prefix version on standby is higher than prefix version on active we can hit this issue.

The versions on active ans standby is independent. There can be various reasons for the prefix versions to be higher on standby. This issue is  more likely to happen more if active and standby bgp process is up from the beginning of node bringup.
