Description (partial)

This is a race condition that can happen when an EPg/ L3out in the same VRF (same as the consumer VRF) is deployed before the EPG / L3out in the other VRF (other than the consumer VRF) and both of them have a contract with the same consumer EPg.

Symptom:
A bridge domain route is not leaked on the service ToR switch after re-triggering the  service graph.

Conditions:
This issue occurs under the following conditions:

1. Provider contract tenantA:ctx0.
2. Consumer interface contract is under the consumer EPG. The routes are leaked properly on the service ToR switch.
3. Remove the contract from consumer EPG and attach a vzAny contract under tenantB:ctx0. The routes are still leaked correctly on the service ToR switch.
3. Detach/attach the service graph from the contract. The routes are not leaked to the service ToR switch.
