Description (partial)

Symptom:
Link between C9200L switches is not coming up when using the same interface ID on both sides:

i.e.

C9200L -- Gi1/0/1 ------ Gi1/0/1 -- C9200L
C9200L -- Gi1/0/5 ------ Gi1/0/5 -- C9200L
C9200L -- Gi1/0/15 ------ Gi1/0/15 -- C9200L

You'll see the following logs for the interfaces in use, i.e.:

**In this case we were using Gi1/0/36 on both sides**

*Jun 22 20:58:38.877: %ILPOWER-5-DETECT: Interface Gi1/0/36: Power Device detected: Cisco PD
*Jun 22 20:58:39.686: %ILPOWER-5-IEEE_DISCONNECT: Interface Gi1/0/36: PD removed


Conditions:
Both switches running 16.12.3 / 16.12.3a.

The link is using the same interface ID on both sides.
