Symptom:
There are 3 Sy hosts connected to OCS with below mentioned information in PB and are differentiated with ports
sy6-pol.mbc.t-mobile.com:3876 --> Rating 10
sy4-pol.mbc.t-mobile.com:3874 --> Rating 10
sy2-pol.mbc.t-mobile.com:3875 --> Rating 1

Brought down all peers of  of a cluster  an SySLR traffic is cater by remote peers 
Observation : Traffic is cater by all peers irrespective of different peers. Remote cluster has same 3 peers Sy6,Sy4,Sy2 with same rating but traffic is cater by all 3 peers .
