Description (partial)

Symptom:
Remote (segment-routing) microloop avoidance may not get triggered, or may get canceled, when a TE attribute on a link changes, but metric stays the same.

Conditions:
The problem happen under following conditions:

1/ When SR microloop avoidance is active, an TE attribute change on any link will cancel it

or

2/ Valid SR microloop avoidance trigger happens (link up, down, metric change, OL bit set/clear),
but in addition to that, a TE attribute changes on a different link simultaneously.
In such case, SR microloop avoidance calculation won't start because of too many changes.
