Description (partial)

Symptom:
ITD created access lists might have duplicate ACE entries, that might cause additional NAT TCAM usage.

Conditions:
Non Disruptive ISSU, LXC ISSU from 9.3.1/9.3.2 upgraded to 9.3.3 version followed by disabling the ITD service with a shut, may not cleanup the access-list/NAT TCAM entries. 
ITD NAT enabled service with iscm process restart duplicates the ACE entries, which may use additional access-list/NAT TCAM entries.
