Description (partial)

Symptom:
A Cisco WSA S690 10G Fiber interface status may be shown as 'no carrier', when the WSA is upgraded/rebooted.

Conditions:
When WSA Interface is connected to Nexus 56128P Switch Interface.
With the below connection, we may see S690 10G Fiber interface going down on upgrade/reboot.

- WSA interface plugged in with "Intel 10Gbase-SR" SFP 
- Nexus 56128P 10G interface is plugged in with "Cisco-Finisar 10Gbase-SR" SFP.
