Description (partial)

Symptom:
Transient L3 unicast traffic drop during AC/BVI up trigger in EVPN Etree All Active deployment. 
When AC/BVI is UP (on PE0), L3 forwarding will move from peer gateway(PE1) to local IRB (PE0). Till the mac moved from EVPN EVI to local ESI AC and forward via local AC, we must forward from PE0.IRB(Root)->EVI->PE1.AC(LEAF) which is currently getting dropped.

Conditions:
AC/BVI UP on one of the node in EVPN ETREE All Active
