Description (partial)

Symptom:
Following a reboot during an upgrade to Cisco DNA Center version 1.3.1.4, the system may not restart as expected.  Kubernetes may not start, and the maglev/magctl commands may not work.  As part of the system upgrade, the memory limit for the etcd service will be increased to 4 GB.  If this memory limit was previously modified, the new value may exceed other system limits, causing etcd to not start.
