Description (partial)

Symptom:
When Switch boots up it logs the below errors:

%IOSXE-4-PLATFORM: Switch 1 R0/0: kernel: usb 3-2: Device not responding to setup address.
%IOSXE-3-PLATFORM: Switch 1 R0/0: kernel: usb 3-2: device not accepting address 7, error -71
%IOSXE-3-PLATFORM: Switch 1 R0/0: kernel: usb usb3-port2: unable to enumerate USB device
