Description (partial)

On a switch running IOS-XE version, the EEM action "force-switchover" is not working as expecting.
When you the action is executed, you will see the following error:

*Dec 11 14:10:44.078: %HA_EM-6-FMPD_SWITCH_HARDWARE: fh_stmt_switch_hardware: Policy has requested a hardware switchover
*Dec 11 14:10:44.078: %HA_EM-7-FMPD_SWITCH_FAIL: fh_stmt_switch_hardware: The system is unable to switch to standby processor. Switchover cancelled.
*Dec 11 14:10:44.078: %HA_EM-3-FMPD_ERROR: Error executing applet mem_stats statement <action label>

Conditions are still under investigation.
Switchover with an EEM will not be possible with the force-switchover option:

event manager applet test
 event none
 action 5.1 force-switchover <== this action is not working
