Description (partial)

Different SSID (Problematic case):

When UE moves from one WLC1 (SSID1) to another WLC2 (SSID2),  SaMOG receives the radius 'Access Request' and treats them as 'Re-attach Request' because of different SSID.
In case of 'Re-attach Request'  SaMOG deletes the old session and creates a new session. The 'Binding Update' from WLC1 will have previously assigned IP ( in 'IPv4 Home address Request'  and SaMOG sends a Ack to WLC1 indicating  'Administratively Prohibited'

Binding Ack Mobility Header Follows:
              Status Code: 0x81 (Administratively Prohibited)
Customer Impact:
Administratively Prohibited being send to old WLC (SSID1) and It leads to end users being disconnected.

This case is a per design, But there was customer ask not make decision based on SSID.

The SSID based check  has to be ignored during re-attach
