Description (partial)

Symptom:
Control connections stay down after interfaces shut and not shut on NFVIS WAN ports.

Conditions:
Customer has vedge cloud 18.4.3 on top of NFVIS(3.12.3 RC4).
vEdge cloud ge0/0 under vpn0 gets it ip address via DHCP.
vEdge cloud ge0/0 is mapped to SRIOV port on NFVIS gi0/0.
vEdge cloud ge0/1 is assigned static ip address and mapped to NFVIS GI0/1 (SRIOV)
Vedge forms controll connections via both the paths via gi0/1 and gi0/0.
