This issue is with n3k platform design

Symptom:
Ingress ACL applied on L3 and mgmt interface of N3K with '[ip|ipv6] access-list match-local-traffic' configured, does not block incoming traffic destined to CPU in hardware.

Conditions:
This issue is with n3k platform design itself. Here Redirect group has higher priority than racl group. 

This behavior is not seen on N9k platform (or N3K platform running in N9K mode such as N3164) as there is no default redirect entry to punt  telnet, ssh packets and racl has higher priority than redirect group.
