Symptom:
Release Notes for Cisco Unified Contact Center Enterprise Solution, Release 12.0(1) on this link  https://www.cisco.com/c/en/us/td/docs/voice_ip_comm/cust_contact/contact_center/icm_enterprise/icm_enterprise_12_0_1/Release/Guide/ucce_b_120_release-notes.pdf, page 21, it says "Agent Efficiency Improvements:  • Agents can now add notes to activities from the Transfer window. Transfer notes are presented as pop-up notification to the receiving agent upon selection of the activity.".

The popup notification is not enabled by default, also nothing in the guide explains how to enable it. Working with eGain DE, this feature can be enabled by navigating to Departments -- > Setting -- >Department --> Department settings Group then attribute --> Agent guidance notification -- > Value -- > enable the check box for 'latest transfer note'
