Description (partial)

Symptom:
traffic blackhole on static route using recursivity (next-hop of this static route being an endpoint attached to a LEAF)

Conditions:
when core interface flaps triggering change in IGP/MPLS topology, recursive route chain is not updated in hw, even though RIB looks correct
