Description (partial)

Symptom:
Currently CAPF service can issue LSC certificates with an expiration date longer that its own.

That has no utility, as most services that use LSC certificates for authentication will check the complete chain, hence making the extended validity period of the LSC fuitle.

CAPF should issue the LSC with the same expiration date as the CAPF certificate.
