Description (partial)

Symptom:
While configuring PBR with a route-map if the interface Null0 is used it is place at the beginning of the line after a reboot:

Before the reboot:
!
route-map route-traffic permit 10 
 match ip address 103
 set interface Cellular0/2/0 Null0
!

After the reboot:
!
route-map route-traffic permit 10 
 match ip address 103
 set interface Null0 Cellular0/2/0
!

Conditions:
Using PBR with Null0 interface, other physical interfaces don't seem to impacted in the order.
