If VUI Call fails for any Reason , then it should be logged into EventLog or an Alert should be generated for the Call Failure for the Admin for Serviceability

VUI Call failure , and Unity plays "There are not enough Voice Recognition resources at the moment" , Please call again later or the Call Switches to the Touch tone conversation after playing this prompt.
