Description (partial)

Symptom:
Two C9500 are connected with stack wise virtual.
Everytime reload slot x or redundancy force-switchover, GLC-GE-100FX  on corresponding switch can link up but does not have CDP neighbor information and Mac/ip entry.
On neighbor device, link is up/up and CDP/Mac information remains. Sometimes, neighbor device link got udld err-disabled.

In issue state. no receive packet counter increase.
