Description (partial)

Symptom:
In UCSM the Equipment / Policies / Global Policies / Firmware Auto Sync Server Policy: "no actions" setting, when selected proceeds to sync all unassociated severs to the package level set in the Host Firmware Package in the Servers / Policies / Host Firmware package / default policy, once a Bundle version is set.

The "no actions" setting is currently defined as:
No Action—No firmware upgrade is initiated on the server.

This can result in attempted downgrade of BMC, resulting in BMC version listed as N/A and Firmware package upgrade failure later when Service profile is assigned.

The expected behavior is that the Firmware Auto Sync Server Policy: "no actions" setting would not initiated Server firmware upgrade/downgrade, no matter if the Host Firmware Package: Default policy has a package version in it for unassociated Servers.
