Description (partial)

Symptom:
* When capturing at egress direction on a receiver device (LHR), duplicated multicast packets can be observed by comparing their packet contents or IP identification values
* FED programming for the group shows more than 1 OIL, duplicated from FP/F0
* FP/F0 objects shows duplicated adjacencies 
* RP/R0 information shows the correct number of adjacencies

Conditions:
* Seen on stack switches running 16.9.4
* SDA - Fabric Multicast deployment 
* Some switches on the stack have experienced a switchover, check CSCvq78529
