Description (partial)

Symptom:
+ See excessive "Transceiver removed" events for interfaces connected to B22 FEX
+ In ethpm, see excessive err-disable MTS for ports that are non-sticky-externally-disabled / Disabled by Server Mgr. These messages are sent once per second per port.
+ High SSD usage on leaf switch

Conditions:
+ B22 FEX is configured to leaf switch
+ The FEX enclosure has at least one empty blade slot / at least one port is non-sticky-externally-disabled / Disabled by Server Mgr
+ The leaf switch is reloaded
