Description (partial)

Symptom:
SPAN PW traffic egressing a bundle interface is not loadbalanced between bundle members as specified by the loadbalancing configuration.  For example, "loadbalancing flow src-dst-ip" is configured, but all traffic over the SPAN PW egresses only one bundle member even when IP addresses are varied.

Conditions:
The loadbalancing configuration is changed after the SPAN PW is up.
