Description (partial)

Symptom:
Monitor Subscriber of VPP packets may not capture all traffic, as VPP may make the decision to ignore some packets for tracing due to an incorrect assessment of high CPU load.

Conditions:
The "congestion level" calculation is used as an input into per-packet decision making for Monitor Subscriber, and may lead to an erroneous decision not to trace the packet because the CPU load is considered too high.
