Description (partial)

Symptom:
If the supervisor 10 becomes active, either by a system switchover command or NX-OS upgrade, then the system behaves as follows, depending on the version of NX-OS running:

NX-OS 7.3(x): Affected Xbar modules will be shutdown, supervisor 9 will go into 'ha-standby' state and all modules will function correctly if they are ever subsequently reloaded.

NX-OS 8.1(x), 8.2(x), 8.3(x), 8.4(x): Affected Xbar modules will stay online, supervisor 9 will go into 'failure' state and if any module is ever subsequently reloaded it will go into 'powered-down' state.

Conditions:
This issue is caused by MDS 9718 Xbar modules only. It does not affect any other platforms, including MDS 9710 and MDS 9706.
