Description (partial)

Symptom:
A bonding group composed of D30 channels is not frowarding multicast content to a D31 modem is it is configured with "cable bonding-group-secondary". This is relevant for VDOC use case for D31 modems where we need to use other mechanisms rather than RCC templates, as these are not yet supported for D31 modems.
