Symptom:
DHCP server fails to leases IP to client, when Client reservation address has only one available IP after lease reserved IP (leased).

Example:
Lease-reserved IP : 30.0.0.30 (leased)
Available lease :   30.0.0.35
client reserved-IP: 30.0.0.30,30.0.0.35

Conditions:
DHCP server fails to leases IP to client, when Client reservation address has only one available IP after lease reserved IP (leased).

Example:
Lease-reserved IP : 30.0.0.30 (leased)
Available lease :   30.0.0.35
client reserved-IP: 30.0.0.30,30.0.0.35
