Description (partial)

Symptom:
This error appears on FMC in HA set up since 6.4.0 releases and above.

On standby unit seems as "User Disabled" or sometimes as "Waiting" state as below output:

root@fmc623:/Volume/home/admin# pmtool status | grep -i snmp
snmpd (normal) - User Disabled

Conditions:
FMC in HA set up.
This has been seen on any of the 6.4.x releases.

There are no records on versions above, although it was documented that from 6.4 and above is the expected behavior. However, it has not been tested so far.
