Description (partial)

One or both fiber NICs may fail to initialize properly and report "no carrier", after a fresh reboot.
subsequent reboots may yield both networks fiber interfaces to working order.

Ethernet-->media --> will show "(Autoselect: <link is down>))"

When ESA (C690F) is connected to certain switch with 10G SFPs, one of the interface goes down upon reboot/upgrade. The issue is seen with following connection setup in Customer scenario and local lab as well:
ESA Fibre Data port <-> Cisco Nexus 56128P     NXOS:7.1(4)N1(1)

Note that, the SFPs connected in this situation may be different makes at on the switch end.

The customer has SFPs of ESA connected to a Cisco Nexus 56128P     NxOS: 7.3(5)N1, 7.3(2)N1(1), others have been reported.
