Symptom:
When re-ordering, deleting, or adding new sequences in a ZBFW policy, the push to the XE SDWAN router may fail due to improper configuration generated.

Conditions:
ZBFW policy is activated on a XE SDWAN router and a change is made, such as deleting a sequence in the middle of the policy, adding a new sequence in the middle of the policy, or re-ordering sequences.
