Symptom:
Reactivation fails which applying 'Set Scrambling Allowed' configuration changes due to license errors, while the scrambling licenses are not exhausted.

Conditions:
Scrambling is enabled for some services, and disabled for other services in an active lineup.
Scrambling licenses can be temporarily exhausted if VSM enables scrambling first for some services before disabling it for other services.
