Description (partial)

Symptom:
If a meeting is booked within Outlook using mailboxes are recently had their mailboxes changed and the TMSXE services are stopped and modifying/updating the mailbox in the System configuration, a confirmation email will not be sent when the services are started back up for those meetings that were booked while the services were stopped although the meeting will be replicated.

In TMSXE Debug logs, the system will enter "SendingEmail" state and will be in a "WaitingToRun" state, but will remain here without processing any further and then move to Idle:

DEBUG ConferenceSendEmailState - StateEnteredCreated
DEBUG ConferenceSendEmailState - StateEnteredWaitingToRun
INFO ConferenceStateMachine - Changing from state SendingEmail to Idle for conference

Conditions:
-TMSXE services stopped and mailbox changed in configuration tool under Systems
-While services are stopped on TMSXE, a meeting is booked within outlook using the system that is being updated.
-Only booking systems that have been updated. If you book a system that had an existing mailbox and is syncing, a confirmation will be sent.
-Only happens on meetings that were booked while services were stopped and it was changed. Any meetings booked after will be replicated and confirmation email will be sent.
