Description (partial)

Symptom:
++Passing tagged traffic, hitting the rule with tag.
++Removing the Tag from Packets, and traffic starts hitting the wrong rules
++Debugs in FTD shows that Snort sees the traffic as tagged.

Conditions:
Tagging the Traffic and then removing the Tags from Packets causes the issue to appear.
